David Carvalho is Special Counsel for the Cook County Bureau of Health Services.
Carvalho also coordinates the Bureau’s legislative affairs in Springfield and Washington and serves on the Advocacy Committee of the Illinois Hospital Association. In the past, Carvalho has served as legal counsel to the Illinois Speaker of the House, legal counsel to the Cook County Board President and chair of the Illinois Medicaid Advisory Committee. Carvalho serves on the boards of directors of the Institute of Medicine of Chicago and the Suburban Primary Health Care Council. Carvalho received his law and bachelor degrees from Harvard University.
